A Day in the Life

Recently, I had three meetings in 24 hours which give an indication of some of my work, and that of the Digital Inclusion Unit of the Welsh Government.

On 26 August, I met colleagues from Post Office Ltd to consider the relationship between digital inclusion and public service delivery. The Post Offices are one of the organisations that are aware of the business opportunities related to people who do not use the internet who may need to go online. On the same day, a meeting also took place with Sarah Rochira of the Royal National Institute of Blind People (RNIB) to consider digital inclusion and sight impairment. In the meeting, Sarah made the sort of comment which provides a moment of insight in saying ‘for most people, going online is transactional, for blind people it is transformational’. The previous day, a meeting was held with Merthyr Tydfil Borough Council to look at how digital inclusion could roll out across the borough from April 2012.

These meetings exemplify the way in which the private, third and public sectors are coming to see digital inclusion as an increasingly significant area. Such meetings are also important in identifying the contributions that each can make to help get people online.

The Digital Inclusion Delivery Plan, which is available elsewhere on this site (http://www.digitalinclusionwales.org.uk/wiki), describes areas of work that are being taken forward, following the publication of the Digital Inclusion Framework in December 2010. The Delivery Plan recognises that, as a document, it will continue to evolve as new actions emerge; others develop and grow, while some are completed or overtaken by events. Some members of the Forum have already tweeted a range of comments on the Plan which roughly said ‘good for a document of this type’ to ‘but not in my lifetime’. Well, let’s make sure that the targets in the Plan are things that can be delivered by 2012 and 2015 – well within our lifetimes…

It is important that the Plan contains actions which are both realistic and ambitious. It would therefore be really good to get your thoughts and suggestions on other possible areas of activity, perhaps based on activities that you or your organisation are undertaking. The sum of this work is much more than the individual parts, so your feedback really is welcome…

Diwrnod ym Mywyd

Yn ddiweddar mynychais dri chyfarfod mewn 24 awr a oedd yn rhoi cipolwg ar fy ngwaith i a gwaith Uned Cynhwysiant Digidol Llywodraeth Cymru.

Ar 26 Awst, cefais gyfarfod â chydweithwyr o Swyddfa’r Post Cyf i ystyried y berthynas rhwng cynhwysiant digidol a chyflenwi gwasanaethau cyhoeddus. Mae Swyddfeydd Post ymysg y sefydliadau sy’n ymwybodol o’r cyfleoedd busnes sy’n gysylltiedig â phobl nad ydyn nhw’n defnyddio’r rhyngrwyd ac sydd angen mynd ar-lein. Ar y diwrnod hwn, cefais gyfarfod hefyd â Sarah Rochira o Sefydliad Cenedlaethol Brenhinol y Deillion (RNIB) i ystyried cynhwysiant digidol a namau ar y golwg. Yn ystod y cyfarfod hwnnw, dywedodd Sarah un o’r pethau hynny sy’n dod â fflach o eglurder – “i’r rhan fwyaf o bobl mae mynd ar-lein yn rhan o fywyd pob dydd, ond i bobl ddall mae’n gweddnewid eu bywydau”. Y diwrnod blaenorol, cynhaliwyd cyfarfod â Chyngor Bwrdeistref Merthyr Tudful i ystyried sut gellid cyflwyno cynhwysiant digidol ledled y fwrdeistref o Ebrill 2012 ymlaen.

Mae’r cyfarfodydd hyn yn enghreifftiau da o’r ffordd y mae’r sector preifat, y sector cyhoeddus a’r trydydd sector yn dod i weld cynhwysiant digidol fel maes cynyddol bwysig. Maen nhw hefyd yn gyfleoedd pwysig i nodi’r cyfraniad y gall pob un ohonynt ei wneud i helpu pobl i ddefnyddio’r rhyngrwyd.

Mae’r Cynllun Cyflenwi Cynhwysiant Digidol, sydd ar gael mewn man arall ar y wefan hon (http://www.digitalinclusionwales.org.uk/wiki), yn disgrifio meysydd gwaith sy’n cael eu datblygu ar hyn o bryd, yn sgil cyhoeddi’r Fframwaith Cynhwysiant Digidol ym mis Rhagfyr 2010. Fel dogfen, mae’r Cynllun Cyflenwi’n cydnabod y bydd yn parhau i esblygu wrth i gamau gweithredu newydd ddod i’r amlwg. Bydd rhai yn datblygu ac yn tyfu, tra bydd eraill yn cael eu cwblhau neu eu llyncu gan ddatblygiadau eraill. Mae rhai o aelodau’r Fforwm eisoes wedi trydar nifer o sylwadau ynglŷn â’r cynllun. Ergyd y negeseuon hyn, yn fras, oedd “dogfen dda am ddogfen o’r math hwn” ond “alla’ i ddim gweld hyn yn digwydd yn ystod fy mywyd i”. Wel, gadewch inni wneud yn siŵr bod modd inni gyflawni’r targedau yn y Cynllun erbyn 2012 a 2015 - ac mae hynny’n sicr yn ystod ein bywydau ni…

Mae’n hollbwysig bod y Cynllun yn cynnwys camau realistig ac uchelgeisiol. Byddai’n fuddiol iawn felly cael eich barn a’ch sylwadau ar rai o’r meysydd gweithredu posibl eraill, yn seiliedig efallai ar eich gweithgareddau chi neu weithgareddau’ch sefydliad. Mae’r a wnelo’r gwaith hwn â llawer mwy na’r rhannau unigol ohono’n unig, felly mae eich adborth chi’n bwysig iawn inni …
